Proposed law promoting religious freedom passes House Committee of Congress

The proposed measure seeks to “encourage spiritual growth (and) promote a free market of religious ideas ... where no religion is suppressed or quelled over the other”

The House Committee on Human Rights this week approved the proposed House Bill 2213, or the Magna Carta on Religious Freedom Act, “subject to style and amendment.”

The proposed measure authored by religious leader and party-list Rep. Eddie Villanueva aims to protect and promote religious freedom in the country.

It also seeks to “encourage spiritual growth (and) promote a free market of religious ideas in the country where no religion is suppressed or quelled over the other.”



In his sponsorship speech, Villanueva said that “By leveling the playing field for the propagation of different religions, Filipinos are afforded the full spectrum of varying faiths and the freedom to choose to which they will subscribe.”

The legislator said the bill recognizes limitations to religious freedom, saying “it can be denied, regulated, burdened, or curtailed if an action results to violence, or inflicts or poses to inflict direct or indirect physical or material harm or danger on other people, or infringe on their own freedom of religion or conscience, or is necessary to protect public safety, public order, health, property and good morals.”

HB 2213, which the 18th Congress approved on third reading, will now be set for House plenary debate and voting before it will be transmitted to the Senate for its action.
