Paggamit ng state resources tuwing halalan, ibinunyag ng LENTE

Inihayag ng Legal Network for Truthful Elections (LENTE) na hindi lamang vote buying ang suliraning dapat solusyunan upang matiyak ang integridad ng halalan sa bansa.

Ito ang ibinahagi ni LENTE Executive Director Atty. Rona Ann Caritos sa resulta ng isinagawang Abuse of State Resources (ASR) Monitoring Project ng LENTE noong nakalipas na National and Local Elections 2022.

Ayon sa pagsusuri ng LENTE ang Abuse of State Resources (ASR) o ang tahasang paggamit ng mga kandidato sa mga koneksyon at ari-arian na pagmamay-ari ng estado tuwing panahon ng halalan ay maituturing na isang uri ng kurapsyon o katiwalian sa pamahalaan.
Ipinahayag ng LENTE na hindi katanggap-tanggap ang paggamit sa mga ari-arian ng estado sa kampanya ng sinumang kandidato sapagkat inaalis nito ang integridad ng kabuuang proseso ng halalan.



“Abuse of State Resources (ASR) is an overlooked form of political corruption in the Philippines whereby candidates or political parties unduly utilize official powers and government resources to gain electoral advantage. What distinguishes ASR from the other acts of corruption is its indispensable electoral component, that is, the acts are committed to gain an advantage, and even ensure victory in the elections. Aside from vote buying, ASR is one of the most impactful ways of compromising electoral integrity.” pahayag ng LENTE.

Kabilang sa mga tinukoy ng LENTE na mga kaso ng Abuse of State Resources noong nakalipas na halalan ay ang paggamit ng mga sasakyan ng estado para sa transportasyon ng mga taga-suporta ng ncumbent candidates, gayundin ang paggamit sa mga tanggapan ng lokal na pamahalaan upang magsilbing lagakan ng mga campaign materials.

Ibinahagi ni Atty. Caritos ang ginagawa ng LENTE upang matugunan ang talamak na Abuse of State Resources tuwing halalan tulad ng pagsusulong ng policy and advocacy reforms sa Commission on Elections, Civil Service Commission, Department of Interior and Local Government at iba pang election stakeholders sa bansa.

“ASR (Abuse of State Resources) is a multi-faceted problem not only in Philippine elections but more importantly, from a governance standpoint. LENTE will continue to lobby for the necessary policy reforms to the Commission on Elections, Civil Service Commission, Department of Interior and Local Government, and other key election stakeholders to address the longstanding and prevalent practice of ASR.” Dagdag pa ng LENTE.

Iginiit ng LENTE na mahalagang mawakasan na ang mga Abuse of State Resources tuwing panahon ng eleksyon upang matiyak ang pagkakaroon ng integridad ng kabuuang proseso ng halalan.
